Serge and Car are two American criminals who have created a lucrative business plucking Cuban refugees from the waters near Miami offering sanctuary but actually harvesting the organs of the hapless would-be immigrants.
Celia, a Special Ops officer fleeing Cuba with her fiance', discovers their crimes and alerts the authorities. She is tasked, along with two of her compatriots, Idris and Danny, to pursue the Americans and bring them to justice.
This sparks a manhunt with Celia chasing the two men across Mexico on land, and communicating with Idris and Danny who are tracking by sea.
Serge and Car, sensing they are being pursued take off across Mexico where they fall in with the Narcos and their fun-loving wives. All parties converge on the seaside town of Manzanillo where, with the help of a local fisherman, Manuelito, the Americans are apprehended and justice is meted out.
