It's easier to spot an amateur cover than a professional one - when judging covers I come back to my favorites and look closer: does it have the right fonts for the genre, and are the fonts space well around the art? Are the elements and colors balanced without being overwhelming or confusing? Does it communicate the story in an attractive way? Often great cover design isn't what you choose, it's what you feel - it's just pretty and it makes you want to look closer.
