Victoria Randall was born near Chicago, Illinois, where her father was a well-known artist, creator of Bill Randall's Datebook. She attended Oberlin College. She is the mother of four children, including Keith Graham, an artist, and Brandon Graham, author of graphic novels King City and Escalator.

In 1974 she wrote the fantasy The Witchstone. With the proceeds she and her husband bought five acres of juniper forest and built a tower from river rock. crowned with a geodesic dome. The Ring of the Dark Elves, a retelling of the story of Sigurd Fafnirsbane, came out in 2003.

The Children in Hiding series includes Get on Board Little Children, Come on Home Children, and City of Hidden Children. These are dystopian thrillers which explore the problems created by a society of high tech surveillance which considers an unlicensed pregnancy a felony.

Her favorite authors are C.S. Lewis, Charles Williams, Dorothy Sayers, C.J. Cherryh, Robert Crais and Terry Pratchett..
